Yes, provided there are not two of them in that situation, as one of them would be alternate (#8 and 9 on the direct acceptance list). Unlikely, yes, but the rules does provide for that possibility.

Well, that makes sense. But as you say... the real question will be the USO. Let's hope Roger holds onto #2 for that. We all remember last year when Murray was seeded #2 and then (as per usual) pulled out AFTER the draw and messed everything up.

What do you mean "won in Canada"? Roger has won Canada twice (both in Toronto). He's never won the event when it was held in Montreal, but it's the same event. Roger did not win last year as he lost to Sascha in the final (he hurt his back).

He is defending finals points from Canada: 600 points. So, he will lose those in the regular ATP rankings. But for the "Race", he just won't gain any. But he's not defending anything from Cincy, so hopefully he can pick up some there.

It will always be No. 2 but the race, it will be at best 3rd ... must he come back I miss him terribly!

With Del Potro's withdrawal from Toronto and Zverev failing to defend his title (losing 820 points), Roger is now guaranteed to remain No. 2 after Cincy and therefore will be #2 seed at the US Open.
Right now, Roger has 6470 points and even if Delpo (5400) or Zverev (4845) were to win Cincy, they couldn't catch Roger. And hopefully Roger will get a few more points at the W&S Open, as he has no point to defend having not played last year. Nadal sits at the top with 9310 points and is therefore untouchable for now.
As for the RACE, Roger is still in third position with 4265 points, but only 245 points behind Zverev (#2). The top guy (Nadal) has 6760 points and has officially qualified for the World Tour Finals.

Marly, I am not sure if this a question, or an assertion, so I'll answer it this way: It's likely that Roger will remain No. 2 after the US Open, but there are a couple of exceptions to that. Please see my post below, with the Ranking Charts, where I will outline in details what those are.

Finally an update of the Ranking Chart! This is Revision #3 for 2018, updated following Cincinnati (Aug 22).
Note that this chart covers the top 15 players, the three segments having been reduced to 5 players each (instead 6) to facilitate on-screen viewing.
The players are listed in ATP Ranking order, with their corresponding RACE standing near the bottom of the chart (highlighted in wine color).
Roger's ranking post US Open:
Roger has been No. 2 since Halle and is likely to remain in that position following the US Open. There are, however, a couple of scenarios that could see him become either No. 1 or No. 3.
Roger will remain No. 2 after the US Open, except if:
- Roger wins the US Open (8720 points) and Nadal loses before the SF (8400 points or less), then Roger would become No. 1!
- Del Potro or A. Zverev wins the US Open (6780/6800 points respectively), and Roger loses in the 1st or 2nd round (6730/6765 points), then Roger would move to No. 3.
The US Open may well be the decisive factor that will establish who will end up being World No 1 at the end of the year.

The 'Round-by-Round Chart' for the US Open 2018
To follow the top 20 players, points by points, throughout the Championship.
Roger could clinch the No. 1 ranking if he wins the and Nadal doesn't reach the semi-finals.
Otherwise, Roger is expected to remain No. 2 after the US Open, unless Del Potro or A. Zverev wins the title and Roger doesn't get to the 3rd round. In that case, Roger would move to No. 3.
